Developed a financial model incorporating development and operational costs to assess the feasibility of the project and allow it to compete successfully for funding under a Washington State program for developing regional attractions using a sales tax rebate fund. The project was subsequently approved and developed by the Snohomish County Airport Public Facilities District. |
