The project was subsequently approved and developed by the Snohomish County Airport Public Facilities District.

As developer of this garage on behalf of the Mariners, assisted with land acquisition and provided oversight of design and general project development, including the pre-qualification, advertising and administration of public bid process for hiring the general contractor. Oversight of the contracting, budgeting, scheduling, and management of the architect, general contractor, and engineers through the end of construction in July 1999.
